PP Nomor 48 tahun 2014 yang telah diperbaharui menjadi PP Nomor 19 tahun 2015 tentang Tarif dan Jenis Penerimaan Negara bukan pajak yang berlaku pada Kementerian Agama, telah resmi diberlakukan sejak Juli 2014. PP itu merupakan titik kulminasi mengakhiri polemik seputar biaya nikah yang telah menjerumuskan KUA kedalam kubangan tuduhan korupsi akibat maraknya gratifikasi dan pungli dalam pelayanan nikah. Dalam penelitian itu terungkap bahwa implementasi PP tersebut, terdapat sejumlah manfaat atau fungsi yang meliputi: fungsi perlindungan hukum, pembangun citra positif KUA, keadilan dan singkronisasi. Namun demikian juga ditemukan serangkaian kendala yang berupa: menurunnya angka pernikahan bedolan, meningkatnya pernikahan tanpa kehadiran penghulu, kesulitan keuangan operasional penghulu, kesulitan keuangan operasional KUA, tidak sepenuhnya menghilangkan citra buruk KUA, belum mengcover seluruh kegiatan pelayanan KUA, dan terkendalanya penyelenggaraan kursus pra nikah.

Abstract
Regulation No. 48 of 2014 which has been updated to be Regulation No. 19 of 2015 on fare and non-tax state revenue prevailing at the Ministry of Religious Affairs, has been officially put in place since July 2014. The PP was the culmination point of ending the debate about the cost of a marriage that had been plunged into the Religious Affairs Office/ KUA puddles allegations of corruption due to rampant gratification and extortion in the service of marriage. In the study revealed that the implementation of the PP, there are a number of benefits or functions which include: the function of legal protection, positive image builder of Religious Affairs Office/ KUA, justice and synchronization. However, it also found a series of problems that include: declining marriage bedolan, increasing marriage without the presence of the headman, operational financial difficulties of the headman, the financial difficulties of operational Religious Affairs Office/ KUA, it does not completely eliminate bad image of Religious Affairs Office/ KUA, yet cover all service activities of Religious Affairs Office/ KUA, and some difficulties in organizing the course of premarital.
