Abstract

Indonesia and Malaysia are included in the two countries that are members of MABIMS (Minister of Religion, Brunei Darussalam, Indonesia, Malaysia and Singapore) which apply the latest criteria for the hijri calendar, namely a minimum height of the new moon 3 degrees and an elongation of 6.4 degrees. These two countries have different criteria and characteristics in the practice of reckoning rukyat so a study is needed to see the optimization efforts. This study aims to explain the concept and design of the Month Observation Post (POB) in Indonesia and Malaysia and to find the optimization of the POB function as a form of service to the community. This study uses a descriptive qualitative approach with a comparative approach to explain the concept and design of each Moon Observation Post and find the optimization steps taken. The results of the study concluded, first, the concept and design of Indonesian POB only focused on observation, while Malaysia, especially the Alkhwarizmi Malacca Falak Center, had 3 functions, namely as education, research, and tourism aspects. Second, the optimization of Moon observation parameters includes two criteria as considerations for the ideal rukyat location, namely the conditions of the horizon and sky and the supporting factors for choosing a place.
